Aleksandar Mastilovic is an internationally recognized expert and consultant in digital transformation, applied artificial intelligence, cybersecurity, telecommunications regulation and smart cities, with two decades of interdisciplinary experience and more than one hundred delivered projects for governments, regulators, international financial institutions and enterprises. His career covers all four links of the technology-policy chain (research, regulation, international development and enterprise advisory), with a focus on the Western Balkans, Serbia and Bosnia and Herzegovina in particular, and clients across Europe, the United States and Israel. His work has one aim: to narrow the gap between research and innovation centers on one side and the market on the other.
He serves as Partnerships Specialist for Cybersecurity and Digital Transformation at the UNOPS South-East Europe Multi-Country Office and as Coordinator for Bosnia and Herzegovina, covering Serbia, Bosnia and Herzegovina, Montenegro and North Macedonia. Since 2022 he has been Strategic Development Lead at the Center for Digital Transformation of the Chamber of Commerce and Industry of Serbia, where he designed the national digital-transformation and AI support methodologies for micro, small and medium-sized enterprises and the Government Support Program for AI Solution Providers, and where he leads Test-Before-Invest engagements within S4AI_HUB, the Serbian European Digital Innovation Hub on Artificial Intelligence. He is Founder and Principal Consultant of AM Consulting (Novi Sad, Belgrade, Sarajevo), and was Senior Partner and Chief Technology Officer of Miami-based Revexpo Consulting (2022–2024).
For the EBRD he delivered the Smart Maturity Model of the Green City Action Plan for Brčko District, the ICT and cybersecurity due diligence for Project Science (EUR 80 million, three new science and technology parks in Serbia) and the Western Balkans digital-skills gap assessment. For GIZ he designed the SME digital-transformation methodology of the EUR 6.1 million EU4DigitalSME program and the digital transformation roadmap of the City of Zvornik. For USAID he led digital readiness assessments and digitalization strategies for three local governments under the USD 12.8 million Local Governance Assistance Activity. For UNDP he authored the draft National Cybersecurity Strategy of Bosnia and Herzegovina and the digital transformation roadmap of the Municipality of Novo Sarajevo. For ITU and the OECD he contributed research on public-institution connectivity in nine countries and expert review of the SME Policy Index 2026.
As Director of Telecommunications at the Communications Regulatory Agency of Bosnia and Herzegovina (2017–2020) he led the national introduction of 4G and the digital switchover of terrestrial television, and, as lead negotiator before the European Commission's DG CONNECT, the Western Balkans Roaming Agreement that abolished roaming charges for millions of citizens. Earlier he integrated the NATO-funded, MIT-developed Next-Generation Incident Command System for the Ministry of Security of Bosnia and Herzegovina. He holds ITU certification as an expert in the design of national cybersecurity strategies (2019).
He is the author of the Cybersecurity Maturity Assessment Methodology for MSMEs, which combines Serbia's Information Security Act, the EU NIS2 Directive, the US NIST Cybersecurity Framework and ENISA guidance and has been used with one hundred enterprises in Serbia. He is a certified lead trainer for the AI Manager (Austrian Standards P85, ISO 17024) and NIS2 Officer (P92) executive programs, mentor and jury member at HUB201, Serbia's first pre-acceleration program for cybersecurity and AI startups, and co-author of Cyber Security of Industrial Control Systems in the Future Internet Environment (IGI Global, USA). His keynote “AI Without Governance Is Not Innovation, It Is a Risk” was rated the best presentation at the 2026 International Congress of Lawyers ICOOLAW in Bled, Slovenia.
An EU Marie Curie Fellow (FP7 ADVANTAGE, 2014–2017) and recipient of the IEEE Communications Society Global Top 30 Award for doctoral researchers in telecommunications (2015), he held visiting research positions at Rutgers University, the University of Sydney and La Trobe University and is the author of nine peer-reviewed papers. Within IEEE he is a member of the Conference Publications Committee and a former elected Member-at-Large of the Publication Services and Products Board (2023–2025). Onalytica named him among the Top 10 Global Influencers in Smart Cities (2022). He is a TEDx speaker (TEDxFerhadija 2019), co-founder of the Smart City Festival (Belgrade, 2017–2022) and Senator for Bosnia and Herzegovina at the World Business Angels Investment Forum (WBAF).
